Five North Korean defectors who returned to the North after failing to settle in South Korea have re-defected to the South over the past five years, a lawmaker claimed Tuesday.

Citing information from the Ministry of Unification, Rep. Park Joo-sun of the People's Party, who serves as a deputy National Assembly speaker, said the five people received due punishment for violating the National Security Law because they had acquired South Korean citizenship after their first defection.

Four of the defectors said they returned to North Korea because they failed to adjust to South Korean society, while one of them suffered homesickness. All of them came back to the South through China.

In July, former North Korean defector Lim Ji-hyun bewildered South Koreans by lambasting the capitalism system in an appearance on Pyongyang's propaganda broadcasts. Lim's return to the North was more shocking because she had appeared on South Korean television shows.

"The primary reason for North Korean defectors returning to the North is maladjustment. We should review our policies thoroughly to support their lives in South Korea," Rep. Park said in a press release.

The lawmaker also claimed the government did not know the addresses of 886 defectors as of July this year. The figure, obtained from the unification ministry and the Ministry of the Interior and Safety, tends to increase ― standing at 888 in 2016, 815 in 2015 and 2014 and 809 in 2013.

According to the unification ministry and the National Police Agency, most of the defectors were in a third country. As of April 2015, 664 people out of 791 were confirmed to be living abroad.

"The government seems unwilling to take care of defectors, considering over 800 defectors remain at large," Park said. "The nation would be unable to prevent yet another case like Lim's with such lax administrative power."
